F. O'Neil on November 15, <br />1978, Air Products and Chemicals, Inc. requests permission to lay an 8" pipe- <br />line for the transportation of nitrogen within the city limits of Laporte, <br />Texas. As Mr. O'Neil explained to you, it is requested we be permitted to <br />lay the proposed pipeline before a formal permit is granted by the City of <br />Laporte to enable us to construct the proposed pipeline before a formal per- <br />mit is granted by the City of Laporte to enable us to construct the proposed <br />pipeline with the same contractor and at the same time as an Exxon Pipeline <br />Company's pipeline is to be laid through Laporte. <br />The proposed 8" pipeline of Air Products and Chemicals, Inc. will be located <br />on the Exxon Pipeline Company's corridor throughout the City of Laporte and <br />will be adjacent to and parallel with Exxon Pipeline Company's line for which <br />they have heretofore made an application for a permit from Laporte. We will <br />construct our pipeline in the same manner as Exxon. <br />If the City of Laporte will grant Air Products and Chemicals, Inc. permission <br />• to lay the proposed 8" pipeline, Air Products and Chemicals, Inc. will agree <br />to the following stipulations as well as other reasonable stipulations requested <br />by Laporte. <br />1. We will fully comply with Ordinance 915 as passed by the Governing <br />Body of Laporte on March 6, 1972. <br />2. As soon as plats of street crossing and alignment sheets are available, <br />a formal application will be made for a permit. Such information will <br />be available on or before January 1, 1979. <br />3. Cover over the pipeline will comply with the requirements of the <br />Ordinance. <br />4. All street crossings will be bored and encased in 12" pipe. <br />5. Pipeline will operate at a 500 psi maximum pressure. Temperature of <br />nitrogen to be transported will be ambient. <br />6. Air Products and Chemicals, Inc. will agree to pay the fees set forth <br />in the Ordinance. <br />7. Air Products and Chemicals, Inc. will accept the liability clause as <br />set forth in the Ordinance. <br />
