PUBLIC HEARING - PROVIDE CITIZENS THE OPPORTUNITY TO COMMENT ON THE USE OF REVENUE SHARING ENTITLEMENT MONIES, THE OVERALL BUDGET AND THE RELATIONSHIP OF ENTITLEMENT MONIES TO THE OVERALL BUDGET FOR THE FISCAL YEAR 1979-1980 - BEGINNING OCTOBER 1, 1979 - Mayor Meza opened the public hearing. The City Administrator reviewed the proposed budget department by department. He ..stated that the budget was based on the same tax rate as last year, 91 cents per $100.00 evaluation., and recommended no tax increase. The Administrator complimented the Commission on the time they spent on the budget. Evelyn Kennedy was recognized and asked how soon the funds would be available for the park land to place the old depot on? The Administrator stated that the tax statements would be mailed on October l; some. money would come in then and some of the tax money would come in just before they become delinquent on February 1. It was. determined that budgeted funds .would. be appropriated as of October l and the money should be available after December for the park land. • Mayor Meza asked if there was anyone else desiring to speak? He asked Mrs Riley if she had any comments? Mrs.. Eugenia Riley stated that she had not been able to follow as the Administrator reviewed it and she was looking through it now. Mayor Meza commented that the budget as presented, without a tax increase, he wished to compliment the Commission and the Department Heads for their wise and conservative spending. Commissioner Kibodeaux stated that he liked the proposed budget. Commissioner Simons complimented the Administrator and the Department Heads for all their work on the budget; as well as the Mayor and Commissioners and .the fact there was no tax increase; he liked that best. Mrs. Eugenia Riley asked where the Revenue Sharing money was going to be spent? The Administrator stated that there was a Contingency Fund of $120,000. A contribution to the Capital Improvement Fund in the amount of $45,000, to match a Title V Grant for remodeling • at the Nutrition Center had been made. From the Capital Improve- ment Fund, $20,000 had been set aside to match the Community Development Agency Grant for improvements to the North Side Park.
