PUBLIC HEARING - PROVIDE CITIZENS THE OPPORTUNITY TO COMMENT <br />ON THE USE OF REVENUE SHARING ENTITLEMENT MONIES, THE OVERALL <br />BUDGET AND THE RELATIONSHIP OF ENTITLEMENT MONIES TO THE OVERALL <br />BUDGET FOR THE FISCAL YEAR 1979-1980 - BEGINNING OCTOBER 1, 1979 - <br />Mayor Meza opened the public hearing. The City Administrator <br />reviewed the proposed budget department by department. He <br />..stated that the budget was based on the same tax rate as last <br />year, 91 cents per $100.00 evaluation., and recommended no tax <br />increase. The Administrator complimented the Commission on <br />the time they spent on the budget. <br />Evelyn Kennedy was recognized and asked how soon the funds would <br />be available for the park land to place the old depot on? <br />The Administrator stated that the tax statements would be mailed <br />on October l; some. money would come in then and some of the <br />tax money would come in just before they become delinquent on <br />February 1. <br />It was. determined that budgeted funds .would. be appropriated <br />as of October l and the money should be available after December <br />for the park land. <br />• Mayor Meza asked if there was anyone else desiring to speak? <br />He asked Mrs Riley if she had any comments? <br />Mrs.. Eugenia Riley stated that she had not been able to follow <br />as the Administrator reviewed it and she was looking through <br />it now. <br />Mayor Meza commented that the budget as presented, without a <br />tax increase, he wished to compliment the Commission and the <br />Department Heads for their wise and conservative spending. <br />Commissioner Kibodeaux stated that he liked the proposed budget. <br />Commissioner Simons complimented the Administrator and the <br />Department Heads for all their work on the budget; as well <br />as the Mayor and Commissioners and .the fact there was no tax <br />increase; he liked that best. <br />Mrs. Eugenia Riley asked where the Revenue Sharing money was <br />going to be spent? <br />The Administrator stated that there was a Contingency Fund <br />of $120,000. A contribution to the Capital Improvement Fund <br />in the amount of $45,000, to match a Title V Grant for remodeling <br />• at the Nutrition Center had been made. From the Capital Improve- <br />ment Fund, $20,000 had been set aside to match the Community <br />Development Agency Grant for improvements to the North Side Park. <br />
