Said letter shall be in force and effect for <br />the duration of the City Manager's employ or until he <br />files another such letter. <br />3.02 Administrative departments <br />a. Creation. There are hereby created the following <br />administrative departments: finance, police, fire, law, <br />public works, health, parks and recreation, and water and <br />sewer. <br />Council may by ordinance create or abolish offices, <br />departments, or agencies other than the offices, depart- <br />• <br />ments, or agencies established by this charter. <br />b. Consolidation. Council may consolidate or redesig- <br />Hate any of the offices, departments and agencies. <br />c. Directors. The City Manager shall appoint a director <br />to supervise and control each department. When necessary <br />for the good of the City, the City Manager may remove any <br />such director. Such appointments and removals shall be <br />with the advice and consent of a majority of the entire <br />City Council. Such director shall be an officer of the <br />• <br />City and shall have supervision and control of his depart- <br />ment, subject to the supervision of the City Manager. Two <br />(2) or more departments may be headed by the same individual, <br />and directors of departments may also serve as chiefs of <br />divisions. The City Manager may head one or more depart- <br />ments. <br />
