Chacko Thomas <br />DATE: August 25, 1980 <br />SUBJECT: Fairmont Ground Water Storage Tank Leak <br />Last Wednesday, August 20th, Manuel Utility Service Co. cleaned the tank <br />and removed 20 yards of sand. After filling the storage tank I found that <br />there was a leak under the West side of the tank and the water was found to <br />be leaking approximately at a rate of one hundred (100) Gallons per minute. <br />On August 21st, I called Bill High, Anderson Plastico Co., Houston, Texas. <br />After he inspected the leak he recommended the following work: <br />Tank to be opened by City 24 hours prior to start up of blast cleaning to <br />air and dry. <br />JOB DESCRIPTION: Internally line 30' dia. bolted water tank floor and up 18" <br />on wall and specifically make fiberglass repairs to area of floor where leak <br />is believed to be. <br />COATING SYSTEM: Ceilcote FG ~ FDA approval for drinking water service <br />• SCOPE OF WORK: Cut rubber in seams, sandblast all metal surfaces to bright <br />metal in areas where thickness will permit. Otherwise, clean to remove all <br />loose scale, etc. from metal surface. Remove all sand and debris from tank <br />and blow down with clean air. After enough lapsed time for the full spray <br />coat to be applied, a visual inspection will be made for pin holes etc. and <br />patched with fiberglass cloth as in .System 3. Once all repairs are made, two <br />full coats of Ceilcote 251 FG at 15 to 20 mils each coat will be applied to <br />entire floor and up wall 18" for a total film thickness of 30 to 40 mils. <br />Two full days will be allowed for the repairs and application of the tank lining. <br />Upon complection, 24 hours will be allowed for cure time before covers are <br />installed and any water allowed to enter tank. <br />Contractor to furnish all labor, equipment and lining materials. Contractor <br />also states that he carries sufficient liability insurance (100,000 - 300,000). <br />Contractor will remove all waste and debris except spent sand in relation to <br />scope of work upon completion. <br />After blast cleaning, make fiberglass repairs to area of two staves where it <br />appears that the tanks bottom has separated from wall (area approx. 8' wide <br />x 18" up wall and 18" over floor). Apply two layers of resin and fiberglass <br />cloth to this leak area. <br />Caulk all bolt rows and bottom chime with 2 passes of Ceilcote 251 and lay in <br />one layer of "B" type fiberglass woven cloth 1' wide in bottom shime (refer <br />to System3). <br />If it is determined upon entry that "B" type 4" wide feberglass cloth is needed <br />on all seams of floor and up 18" on wall (System 3), the following procedure <br />shall be followed: <br />
