Sergeant Edgmon, Sergeant Harris, Sergeant <br />Kerber, Sergeant Rice, all four took that test. <br />Two high men didn't get it, two low men did. I <br />see what you're saying. <br />Jacobs: Under Civil Service it will not only assure us a <br />fair share as far as promotion wise, which I'm <br />not saying, I'm not attacking the Chief, not at all, <br />cause I think the Chief has tried to work with us <br />as best he could. What I am saying is it's going <br />to be some incentive for us. It's going to be a <br />drawing card for other officers across the state. <br />Look how long we've had an opening right now that <br />we cannot get filled. <br />Hudgens: The City of Houston has got 5,000 they can't get <br />filled. <br />Jacobs: But we're talking about La Porte. <br />• Cline: Sammy, I'd like to know, the Association in putting <br />out this fact sheet, why would you say that "State <br />Civil Service provides the community with a service <br />that is free from political influence." Maybe I'm <br />interpreting political influence in a different <br />way than you are. <br />Jacobs: There is a particular family here in town that some <br />of their sons, the officers have felt they can't <br />arrest them because of political feed back. These <br />kids have come out and made the comment, "If you <br />value your job, you won't give me a ticket. I know <br />such and such." Now we have run into this on more <br />than one occasion. <br />Cline: Well, these are things that I think your association <br />needs to get your Chief and make this Council aware, <br />because believe me, I was not aware any of this was <br />going on. Had I been aware of it it certainly would <br />have been stopped. <br />Jacobs: This has been going on for six and a half years and <br />this has been going on. There is some little politi- <br />cal cliques. <br />Hudgens: Has anyone lost their job because of wrigint tickets <br />• that you're aware of? <br />Jacobs: No, not writing a ticket; there's some officers who <br />have got, in a round about way, some heat. We've <br />had the termination, 3 officers out of the past 17 <br />
