I think the Council <br />needs to take a stand. Now I agree with you 100 per- <br />cent that if the officers had come in and said we <br />want to be considered for Civil Service, I'd have <br />voted "yes" because I think the citizens of La Porte <br />should have the right to say whether or not we have <br />it because it affects all of us. But I don't really <br />want to withdraw my motion because I think it is my <br />way of saying, publicly as Sergeant Jacobs is now <br />and I think an awful lot of Sammy, "I don't agree <br />with it," I would prefer any problems that we have <br />taken care of internally. If, I as a Councilman <br />or as a private citizen, feel like we cannot be <br />taken care of internally, then I would be right <br />outside passing out cards and sheets myself. I feel <br />that strongly. <br />Jacobs: In reply to Mrs. Cline asking why we didn't approach <br />the Council, the past 6 years this past year is the <br />first year I have not been on the Board. Butchee <br />and Parker were on the Board. About a year ago this <br />was brought up about our wish to go Civil Service and <br />• talked over with Mr. Hudgens. I don't know what <br />transpired from that point. I am sure that some of <br />the Council members were aware that we wanted to go <br />Civil Service. As far back as 1976 the Association <br />checked with the Federal Census Bureau to pay for <br />a census. It was too much; it was $7,000.00 and <br />some dollars. This is not something that's come up <br />because. of growing problems over the pa-t 6 months, <br />past year, or even the past 2 years. It is something <br />we have wanted and we feel it will benefit us and <br />the citizens for several years now. <br />Simons: Sergeant Jacobs, I for one, back in '76, don't know <br />how many officers I talked to that would just go on <br />about Civil Service and could hardly wait till we <br />got to a 10,000 population so he could go Civil Service, <br />but I think what Councilman Tomerlin is saying is it <br />would have been a lot better if you had come to us <br />first. Follow what I am trying to say? <br />Jacobs: We can see your point. Did we hurt your feelings by <br />going the other way? We didn't mean to hide anything. <br />I'm getting the feeling you all got your feelings hurt <br />because we didn't come through the Council. <br />• <br />
