To qualify to live in <br />this project you must be 62 years of age or older. You must <br />be either handicapped or have a permanent disability. Within <br />the building there are 5 units built specifically for handi- <br />capped people. There are 1 and 2 bedroom apartments. There <br />are fully contained apartments including kitchen, bedroom, <br />living room and bath. In order to live there they must be <br />self-sufficient people. It is not a nursing facility. It <br />is housing for the elderly. We wish to construct it under <br />a program known as 202, which is a program which HUD makes a <br />loan to non-profit corporations for constructing housing for <br />elderly people. This project is a 3 story building with <br />elevators, with community area on the ground floor, the balance <br />being apartments. It will be operated by the Happy Harbor <br />people as an apartment project for the elderly. <br /> <br /> Meza: Who owns Happy Harbor? <br /> Neel: The Methodist Foundation. <br /> Meza: How long have they held that? <br />e <br />Neel: 18 years. <br /> <br />Neel: I would like to introduce Mr. Frank Carter, who is the <br />administrator of the present nursing home facilities which is <br />in existence on the property now. <br /> <br />Carter: Just a word to the Council. Happy Harbor originally <br />started in La Porte in 1948. It was given to the Methodist <br />Church in 1963. At the time it was given to the Church there <br />was a capacity of 64 people. Since the Methodist Church has <br />been operating the home it has grown to 140 people, which is <br />what we have got today. Our purpose in the operation of the <br />home is to care for elderly people. Our purpose for requesting <br />rezoning of the property is to further expand the facilities <br />of Happy Harbor to care for the elderly. <br /> <br />Charlie Spicer: Mr. Mayor, members of the Council, I am handling <br />the legal aspects of this program as it comes in. As you are <br />very familiar with the program as it has been in operation on <br />the property which is contiguous to this property.
