Meeting called to order at 7:00 P.M. by Mayor Meza <br />Members of the City Council Present: Mayor J. J. Meza, <br />Councilpersons Norman L. Malone, John Longley, Gus Faris, <br />I. J. Kibodeaux, Tom Simons, Deotis Gay, Don Skelton, <br />Linda Westergren <br />Members of Planning and Zoning Present: Pat Muston, Red <br />Westen, Dallie Wright, Ragan Franks, Lindsay Pfeiffer, <br />Karl Johnston <br />• Other City Officials Present: City Manager J. R. Hudgens, <br />City Attorney Knox Askins, City Secretary Betty Waters, <br />Public Works Director Jerry Hodge, Police Chief H. F. Freeman, <br />Parks and Recreation Director Stan Sherwood, Chief Inspector <br />David Paulissen, Fire Marshal Paul Hickenbottom, Assistant <br />City Attorney John Armstrong, Engineering Head John Joerns <br />Others Present: Keith Johnson, Bayshore Sun; Dave Corbin, <br />Busch, Hutchison & Associates; 37 citizens were present in <br />the Chamber <br />2. The invocation was given by Councilperson Tom Simons <br />3. Mayor Meza stated the purpose of this Joint Public Hearing <br />was to consider the request made by Mr. Robert Fladeland <br />and Western Equities to rezone Outlots 18, 19, 20, 21, 22 <br />and 23 out of the Enoch Brinson League from R1 (Residential) <br />to C (Commercial and Apartments). <br />Mayor Meza asked if a quorum of Planning and Zoning was <br />present. Chairperson Muston stated a quorum of the Commission <br />is present. <br />Mayor Meza asked the petitioner to come forward to address <br />the hearing concerning his request. Neither of the petitioners <br />• were present. <br />
