Don't you think purcu- lation wouldn't be great enough to take care of a large rain anyway? Skarda: I've been there 15 years and we have only had one flood that I can recall. Mrs. Crittenden lives next to me; she's close to 70 years old and was born in my house, and she has only flooded once. It's only been flooded since the County built it up about three foot.
