I would like to clarify this so there won't be any misunderstandings. Lehman: All right, sir. Malone: I don't see anything in here regarding the question you ask, about it being studied again at a later date or from time to time. Lehman: O.K. The first survey, to my knowledge, was from January to June of 1980, and then they was supposed to have another one July to December 1980. Malone: All right. From January to June 1980 was when the first study was done, and you say it was supposed to be done again. . Lehman: Yes, sir. It says the results should be modified to account for actual changes in the number and duration of activities which are to occur in the July to December period of 1980. Malone: I'm sorry, I'm either overlooking it or I just don't see it. Lehman: Anybody want to explain why they only chose to use one part of the study and not all of it? Since nobody can come up with an answer, we will move on to the next question. Why was Assistant Chief Robert Hall demoted if he had no effect on the workings - police department? Malone: Tf he had no effect, he must not have been doing his job. Lehman: The demotion of him, sir, had no effect on it. Malone: I think the intent was to set him up as an adminis- trative assistant. They called him a lieutenant but in here they called him an administrative assistant. Lehman: The man had 18 years service with the City. Don't you think it's a moral obligation to leave him as Assistant Chief of Police?
