• <br />• <br />• Minutes, Regular Meeting, La Porte City Council <br />January 6, 1982, Page 15 <br />Authority, which it was written by a bond attorney in Houston <br />in cooperation with the Texas Water Resources Board. In the <br />very structure of it is to have a really clean operation, in <br />other words, a set of books on the Authority that's going to <br />have nothing on them of any municipal function except the pur- <br />chase of raw, untreated surface water, the construction of the <br />plant and the day-to-day operation of that plant and the pump- <br />ing of it to the customers. There won't be any fire depart- <br />. ment on it or anything else. It's going to be clean in that <br />sense. That way, when you go to a customer they won't say, <br />well, have you put some of the overhead of the light bill of <br />some of La Porte City Hall on this water contract? We can say, <br />no, these expenses are just the expenses of the Authority. <br />Now another reason that Baytown did their authority the way they <br />did, Baytown is about 9 years ahead of the City of La Porte on <br />this effort. They have been very cooperative in this effort, <br />by telling us what they did. In some cases we made some changes <br />in their bill because they said if they had it to do over again, <br />we would have done this and this different. Sort of like an <br />older brother on the playground. Fritz Lanham, their City <br />Manager, is Executive Director of it and he has been most <br />helpful. <br />Meza: If it pleases the Council, we have answered most of the <br />questions and I feel we should move on. If any citizen wishes <br />to approach any Councilperson after this meeting or by telephone, <br />they will be more than happy to answer any questions. At this <br />time we will move on to Administrative Reports. <br />10. Administrative Reports: <br />John Joerns reported Brown & Root is installing an eight (8) <br />inch water line to serve their 18-acre tract south of Fairmont <br />Parkway and adjacent to the Southern Pacific Railroad. It is <br />recommended that a portion of the water main be oversized to <br />twelve (12) inches to accommodate the City's plan of extending <br />a twelve (12) inch water main from S.H. .146 westward along <br />Fairmont Parkway to Underwood Road. The total estimated cost <br />of participating in the oversizing is $4,265.00. The Engineering <br />Department recommends that Council approve and fund the over- <br />sizing. <br />A motion was made by Councilperson Faris to allocate $4,265.00 <br />from the Water and Sewer Improvement Fund for t e oversizen <br />of the 8 inch line being lai by Brown & Root to a 2 inc line. <br />Seconded y Councilperson Simons. T e motion carried, 8 ayes <br />• and 0 nays. <br />
