C~ <br /> <br />• Minutes, Joint Public Hearing and Regular Meeting <br />La Porte City Council <br />January 20, 1982, Page 6 <br />Faris: Mr. Askins, I understand that within the next couple <br />of weeks you will have available for us a preliminary draft <br />of an ordinance requiring a green belt on all the container <br />yards within the City. <br />Askins: I thought you were referring to the Zoning Ordinance. <br />Faris: Similar to what was done in Houston a few years back <br />with junk yards; fencing rules. <br />Askins: I think several areas have come up which seem to <br />dictate that we need to pull the container yard regulations into <br />a separate ordinance away from zoning; green belt is one, fencing <br />is going to be one, and access to streets, and perhaps there <br />are other areas of concern. One that has particularly come up <br />recently, that we have been working with the staff on, is the <br />paint booths in the ones that have repair facilities. There <br />are some unique things about container yards that all need to <br />be pulled together in one ordinance. <br />• Malone: Knox, don't you feel one of those things to be con- <br />sidered should be drainage? If he should cover this 10 acres <br />with a concrete pad, where would the water go? Towards 225? <br />Towards the bayou? <br />Meza: It would go through that drainage ditch that runs right <br />through it. <br />Malone: But isn't this something that should be considered in <br />such an ordinance? <br />Askins: Of course, in this particular one there is a dedicated <br />Harris County Flood Control ditch, but there could. very likely <br />on others would not be,'but of course good engineering would <br />dictate that the engineer place the drainage properly. In <br />our ordinance we probably should coordinate this with the City's <br />engineers. <br />Faris: Will we be able to do that retroactively? <br />Askins: Yes. <br />Faris: Drainage? Green belts? <br />Askins: Well, I don't know about drainage. I was being res- <br />• ponsive to your concern, green belts. We passed an ordinance <br />some years ago requiring fences on junk yards. We based it on <br />Houston's ordinance after they had tested it in court and that <br />
