Second by Council- <br />person Gay. The motion carried, 9 ayes and 0 nays. <br />Ayes: Councilpersons Malone, Longley, Matuszak, Graves, <br />Pfeiffer, Gay, Skelton, Westergren and Mayor Cline <br />Nays: None <br />8. Council considered awarding bids for street material as <br />follows: <br />1. Gulf States Asphalt Co. for: <br />Emulsions <br />Cut-back asphalt <br />Asphalt cement <br />• 2. APAC, Texas, Inc., for: <br />Asphalt stabilized base <br />Hot mix asphaltic concrete pavement <br />3. White's Mines for: <br />Cold mix limestone mix <br />4. Chemlime Corp. for: <br />Lime slurry <br />upon the recommendation of Director of Public Works Hodge and <br />Purchasing Agent Jackson Ray. <br />Skelton: Madame Mayor, inasmuch as we have an aggressive <br />street restructuring program and this is the recommendation <br />from the purchasing .agent and the Public Works Director, we <br />would like to buy at the lowest price. I would like to make <br />a motion to accept their recommendation and award t ese i s. <br />Matuszak: I, on the other hand, would like to say I don't <br />think it is proper to award a year long contract when we only <br />have one bidder and two no-quotes. T think there's two things <br />wrong with this, and in Mr. Hodge's statements last week, he <br />stated that there is really no guarantee or price assurances <br />on a number of these items, that the price could fluxuate <br />either up or down. As Mr. Askins had stated., this is really <br />a formality to somewhat circumvent a state law requiring bids. <br />• <br />
