• <br />Mayor Cline (2) June 2, 1982 <br />officers are spending on preliminary investigations of criminal activities <br />as documented by the TCLEOSE report. The report states this may indicate <br />inadequate handling and investigation of criminal activities. <br />The Civil Service Commission believes the adoption of these recommendations <br />will provide Chief Freeman with adequate manpower resources to be able to pur- <br />sue criminal investigations and protect the citizens of LaPorte and their <br />property. <br />The Civil Service Commission also reviewed and discussed with Chief <br />Freeman, his command and supervisory personnel.
