The meeting was called to order by Mayor Cline at 7:00 P.M. <br />Members of the City Council Present: Mayor Virginia Cline, <br />Councilpersons Norman Malone, John Longley, Edward Matuszak, <br />Kevin Graves, Lindsay Pfeiffer, Deotis Gay, B. Don Skelton, <br />Linda Westergren <br />Members of the City Council Absent: None <br />Members of the City Staff Present: City Manager Jack Owen, <br />City Secretary Betty Waters, City Attorney Knox Askins, Police <br />Chief H. F. Freeman, Director of Public Works Jerry Hodge, <br />• Chief Inspector David Paulissen, Director of Administrative <br />Services Bob Herrera, Parks Director Stan Sherwood <br />Others Present: Dick Bell, Bayshore Sun; Freida Beaty, Bay- <br />town Sun; Jeff Patterson, Southeast Weekly; Ellen Stover, <br />La Porte Broadcaster; Dan Lyons, Vinson & Elkins; and 23 <br />interested citizens <br />2. The invocation was given by City Attorney Askins: <br />Heavenly Father, thank you for a free country. Father, we <br />thank you for being able to live in a democratic society <br />where free men and women may gather to pray and conduct <br />public business and act upon it. Father, we pray that Your <br />perfect will be done in every decision and everything that <br />is done here tonight may be pleasing to You. Father, we ask <br />all these things in the name of Jesus. Amen. <br />3. The Council considered the minutes of the June 16, 1982, <br />Joint Public Hearing and Regular Meeting of the La Porte City <br />Council. <br />A motion was made by Councilperson Skelton to accept and approve <br />the minutes as presented. Second by Councilperson Gay. The <br />motion carried, 9 ayes and 0 nays. <br />• <br />
