<br />CITY OF LA PORTE <br />INTER-OFFICE ME`•fORA.~'DL':i <br />• To: c wen Cit Mana er <br />Y 9 DATE: 07-16-82 <br />FRO`f: ~Joerns, Engineering Dept. <br />SUBJECT: Cq ~ultant Selection for Proposed Southern Pacific Development <br />\~ <br />On Tuesday, July 13th, proposals were received in response to the <br />City's request for proposal to evaluate a request by Southern Pacific <br />Railroad Company to develop a storage yard, and a rail-served complex <br />of warehouses, service centers, and offices. The firms submitting <br />proposals were: <br />(1) Carter & Burgess, Inc. <br />(2) Environmental Planning & Design <br />(3) Lockwood, Andrews & Ne~,vnam, Inc. <br />(4) Turner Collie & Braden, Inc. <br />Although each of the firms appear to be quite capable, I felt that <br />• the proposal submitted by Lockwood, Andrews & Newnam, Inc. presented the <br />best detailed approach to the project. In addition, Lockwood, Andrews <br />& Newnam, Inc.'s list of past project experience included some activities <br />very similar to the scope outlined in our proposal. Lockwood, Andrews <br />& Ne~vnam, Inc. has indicated that the study can be completed within the <br />strict time frame outlined by the City. The budget proposed by Lockwood, <br />Andrews & Newnam, Inc. to perform the scope of work as outlined is <br />$20,000.00. The actual fee, however, will depend on the final scope of <br />services as negotiated by the City of La Porte and the Consultant. <br />I recommend that Lockwood, Andrews & Newnam, Inc. be retained by <br />the City of La Porte to evaluate the proposed Southern Pacific Develop- <br />ment.
