• RESOLUTION NO. r~ A RESOLUTION OF THE CITY OF LA PORTE, TEXAS, RATIFYING AND AUTHORIZING ITS PARTICIPATION IN THE COALITION OF CITIES WITH ORIGINAL JURISDICTION TO INCLUDE DATA SHARING AND INTER- VENTION WITH SAID~OALITION IN THE HL&P RRTEUEST, DOCKET N0. 4540, BEFORE E TEXAS PUBLIC UTILITIES ISSION. WHEREAS, on June 16, 1982, the Houston Lighting and Power Company (HL&P) f~d a Statement of Intent t~change its rates for electric service within the City of La Porte, Texas, and throughout its service area and has requested that said changes • become effective on July 22, 1982; and 6JHEREAS, the Public Utilities Commission of Texas has original jurisdiction over said rate request within the unin- corporated areas of the service area; and WHEREAS, the City of La Porte, Texas, has original juris- diction over said rate request within its corporate limits; and, Tr7HEREAS, the complexities of the issues and the magnitude of the requested rate increase requires extensive study, data and analysis for the City to responsibly exercise its original jurisdiction and protect the general welfare of all ratepayers; residential, commercial and industrial; within its boundaries; and, WHEREAS, historical precedent has shown that the system- . wide rate imposed under current procedures before the PUC results in the virtual nullification of City Council action and eliminates any meaningful impact of the City's exercise of its legislated original jurisdiction on the rate-making process; and, WHEREAS, the City of La Porte, Texas, desires to cooperate in a joint effort with other cities with original jurisdiction to provide for adequate analysis of the issues raised by the rate change request and to establish or restore real authority and a genuine impact on the rate setting process to municipalities with original jurisdiction; and, • ~~
