• • <br /> <br />MEMORANDUM <br />Novembe r 12 , 19 8 2 <br />T0: Mayor and Members of City Council <br />FROM: Jack Owen <br />SUBJECT: Master Plan <br />As you are aware, funds are included in the budget to <br />prepare a Master Plan for the City of La Porte. Since La Porte <br />is a growing city, now is an opportune time to prepare a Master <br />Plan to guide the Council and staff in planning for the future. <br />As we discuss the need for a Master Plan, it may be wise <br />for us to review some of the subjects that should be addressed <br />in such a plan. The items listed below is by no means a com- <br />plete list of everything that should be included. <br />1. Population projections <br />• <br />2. Land use - such as public building, parks, other <br />uses covered by zoning, etc. <br />3. Projected water system including source, distribu- <br />tion-system, transmission mains, future usage, etc. <br />4. Wastewater system including future treatment plant <br />requirements, collection system by watershed, etc. <br />5. Transportation system including rubber tire, air, <br />rail and water. Such a plan should include a major <br />thoroughfare plan. <br />6. Storm water drainage plan <br />7. Five year capital improvements plan with ten and <br />twenty year projections. Such improvement plan <br />should be updated on a timely basis. <br /> <br /> <br />All special studies such as Airport Master Plan, water and <br />wastewater system studies, drainage study, etc., would be utilized <br />by the party preparing the Master Plan. <br />The staff recommends that a Request for Proposals be author- <br />ized so that the Council can retain a consultant to prepare a <br />Master Plan. <br />Jack Owen <br />
