For instance, <br />a weed and health ordinance and can require an owner <br />them mowed. <br />Mr. Askins then explained the difference between deed restrictions <br />and a zoning ordinance. <br />Charles Riedel, 3546 Lazy Brook: We have deed restrictions, but <br />no homeowners association. I'm interested in having zoning, <br />or something. <br />Mayor Cline: You will have zoning when you're a part of <br />La Porte, believe me. <br />Eddie Craddock, .8207 Beech Haven: You mentioned something earlier <br />a out ire protection. What is the completion date on that? <br />City Manager Jack Owen: It will depend upon funding. We'll be <br />addressing this in the very near future. <br />Mr. Tarver: If the homeowners in this. do not want annexation <br />to happen, do they have any recourse? Is there a way they <br />can stop it? <br />Mayor Cline: Not really. I'll let Mr. Askins address that <br />legally. <br />• City Attorney Askins: The Legislature has said, because so many <br />annexations today are water districts--that's the way areas are <br />developed in Texas is through water districts and when they get <br />on their feet and get populated they become part of cities. <br />There is no election or petition or referendum or anything. <br />I would assume if our City Council had public hearings as the <br />Legislature requires and the feeling was negative enough, <br />they'd drop it. <br />Mr. Trahan: I still haven't heard any response to why both <br />hearings were held tonight. There have been several residents <br />who work shift work and both the hearings being scheduled an <br />hour and a half apart, they couldn't come. <br />Councilperson Skelton: To start with, the meeting in La Porte <br />was for people in La Porte proper to come and object to us taking <br />these areas in, or to come and tell us they'd like to have these <br />areas taken in. And the one out here is for people who live out <br />here to object or to be in favor of this. It was a matter of <br />convenience for this Council since we have so many meetings <br />and we have to be here anyway, to meet out here and also meet <br />our schedule we have to make by December 28 in order to have <br />this year. <br />Mayor Cline: We were required to have one in La Porte and one <br />• out here. <br />
