Council considered appointing a member to the Industrial <br />Development Corporation. <br />Motion was made by Councilperson Pfeiffer to amend Article VII <br />of the Articles of Incorporation. of the City of La-Porte <br />Industrial Development Corporation. by appointing Jerry Dennis <br />to the vacancy created by the resignation of Douglas F. Lati- <br />mer, Jr. Second by Councilperson Graves.. The motion carried, <br />8 ayes and 0 nays... <br />Ayes: Councilpersons Graves, Pfeiffer, Gay, Skelton, Westergren, <br />Longley, Matuszak and Mayor Cline <br />Nays: None <br />12. Council considered awarding a bid for a security system at <br />the Public Works Service Center. <br />Motion was made by Councilperson Graves to accept'staff's <br />recommendation and award the bid for a securit .system for <br />the Public Works Service Center to ADT in the amount of <br />$12,130. Second by Councilperson Pfeiffer... The motion <br />carried, 8 ayes and 0 nays.. <br />Ayes: Councilpersons Graves, Pfeiffer, Gay, Skelton, <br />Westergren, Longley, Matuszak and Mayor Cline <br />Nays: None <br />13. Council considered permitting W. A. Silvey, Jr., to dig a well. <br />Mr. Silvey is planning a 60 acre. mobile .home park in the Spen- <br />wick MUD. He has a permit. to build a package sewage treatment <br />plant and has requested permission from the Harris-Galveston <br />Coastal Subsidence District to drill a 10-inch well to produce <br />350 gallons per minute. Council needs to consider whether or <br />not to Appose the issuance of the well permit. The area is <br />within the City's ETJ and within the jurisdiction of the La <br />Porte Area Water Authority. It is felt by City Manager Owen <br />that if Council wishes to oppose the well permit, the City <br />should be prepared to furnish the water that is needed. Staff <br />recommends to oppose the issuance of the well permit due to <br />subsidence, and to supply the water needed. Discussion fol- <br />lowed. <br />Mr. Cary Burnley of College View MUD was in the audience, and <br />stated that College View MUD had opposed the permit. <br />Motion was .made by Councilperson Matuszak to oppose the permit <br />to allow W. A. Silvey, Jr .., to dig a well. Second by Council- <br />. person Skelton. The motion carried, 8 ayes and O nays. <br />
