<br /> <br />CITY OF LA PORTE <br />INTER-OFFICE MEMORANDUM <br />T0: J <br />FROM: J <br />SU$JECT: Se <br />ty <br /> <br />DATE: December 29, 1983 <br />~' Purchasing Agent <br />ett, Assistant Public Works Director: <br />Bids - High Compaction Garbage Trucks° 4 <br />The City of La Porte has received sealed bids for two (2) high'~ompaction, <br />rear-loading residential garbage trucks. Bids were received from Basic Waste <br />Systems, Inc., ,Environmental Sales and Service, inc.,=and Industrial Disposal <br />Supply Company• <br />• <br /> <br />Apparent low bidder was from ~~sic Waste Systems, Inc. 'for two (2) Heil Formula <br />5;000's, for a total-price a,'~;$126,990,00. Review of manufacture's information, <br />together with the bid submitted, reveal that this unit will not. meet the intent <br />of City of La-Port e:, specifications. <br />The ratio of pounds per cubic yard compacted is the basic. indication of a high- <br />compaction body. The'Heil~Formula 5000 was tested by the City of La Porte in <br />October, and averaged 8.5.0 pounds per cubic yard, S~ecificati©ns cal,l for 900 <br />pounds per cubic yard:. <br />The hydraulic system is the heart of a garbage truck. The Heil operates on a <br />high .pressure, low volume hydraulic pump. The standard. pump for the Heil operates <br />at 2~ gpm. The two competing trucks operate on low pressure, high volume, and <br />standard pumps exceed 40 gpm. <br />In order to meet specifications, Basic Waste Systems has proposed to install a <br />~+8 gpm pump, almost twice the volume of the standard. Because the Heil 5000 is <br />designed for a 26 gpm pump at high pressure ,,.the. bigger pump will result in higher <br />temperatures and increased downtime due to hydraulic leaks, <br />The greater distance to the landfill in Baytown is the primary reason to buy the <br />high-compaction. truck. The higher compaction will enable the Solid Waste Division <br />to collect more garbage with fewer trips to the landfill. Because ac~~ual field <br />tests revealed that the Heil will not compact. to minimum specifications, and' <br />the proposed. increased pressure on a high pressure hydraulic system will result in <br />excessive downtime, we recommend that the bid submitted by Basic Waste Systems, Inc., <br />be disallowed. <br />~. <br />
