r` <br />., <br />c' <br />BACKGROUND <br /> <br />RELIEVER AIRPORT PLAN <br />The Airport and Airway Improvement Act of 1982 set aside capital improvement <br />funds for Reliever airports. The Federal Aviation Administration requested <br />ii-GAC develop a plan to identify a system of airports in the region for <br />Reliever designation. The Airport Advisory Committee was created to assist <br />in this effort. <br />Staff has completed an eight month Reliever study in conjunction with the <br />Airport Advisory Committee. The following planning guidelines were established: <br />, Reliever congestion at Primary airports <br />Develop a system of relievers from existing airports <br />Safe and convenient alternatives ._ <br />Dynamic system <br />Meet long-term regional needs <br />PLAN HIGHLIGHTS <br />* Reliever airports are characterized by their CAPACITY, PROXIMITY, SAFETY, <br />ACTIVITY and SURVIVABILITY. <br />* Two Phase Analysis <br />* Phase One criteria: capacity and proximity <br />25 airports examined; 13 Reliever candidates selected <br />* Phase Two criteria: safety, activity, survivability <br />13 candidates examined; 5 Reliever recommendations <br />* Inherent disadvantages affect expansion and convenience <br />* Reliever system is dynamic; number of Reliever airports could increase with <br />demand for air transportation services/facilities <br />CURRENT SITUATION <br />0 <br />The draft Reliever Airport System Plan was reviewed and approved by the Airport <br />Advisory Committee on December 13, 1983. A Public meeting was held on December 16, <br />1983 to receive citizen and agency comments. <br />A summary of the committee's actions and public meeting comments were provided in <br />the December meeting. Since the Board meeting of December 20, 1983, a second <br />public meeting was held on January 10 to solicit additional citizen and agency <br />comments. <br />ITEPi 8a <br />Page of 3 <br /> <br />
