<br />SECTION I - BACKGROUND INFORMATION <br />• <br />I-1 <br />General <br />College View Municipal Utility District (MUD) is located in <br />Harris County in the western portion of the City of La Porte, <br />Texas. The District is bounded on the north by the La Porte - <br />Spencer Highway, on the east by Spenwick MUD, on the south by <br />Fairmont Parkway, and on the west by San Jacinto College. The <br />area was recently annexed by formal ordinance by the City of La <br />Porte on December 28, 1983. After a 90-day period from this <br />date, in which time the District is to complete any remaining <br />business, the District will be dissolved. <br />The College View MUD area encompasses approximately 477 <br />• acres. Existing development consists of approximately 600 <br />single-family residential units and six commercial establish- <br />ments. Construction of approximately 200 homes within the <br />District is planned for the next two years. <br />Existing Wastewater Treatment Facilities <br />The District's existing sewage treatment facility consists <br />of a prefabricated, activated sludge treatment plant which was <br />originally designed for 400,000 gallons per day (gpd). Because <br />the State design criteria were revised in 1981, and more strin- <br />gent effluent requirements are now imposed by the Texas Department <br />of Water Resources (TDWR) on this plant, its effective capacity <br />has been reduced substantially. <br />• The major deficiency of this facility is that it was not <br />designed to meet the stringent effluent standards of 5 mg/1 <br />TumerCdiie~Braclen Inc. <br />
