Landrum <br />is completely familiar with-.the taxable property in the City of La P'grte and the <br />Industrial District Contracts, and is certified by the State of Texas, as Tax Assessor <br />under a Contract with his firm; now <br />IT IS THEREFORE AGREED by and between the City of L~ Porte, Texas, acting <br />herein by its duly authorized Mayor and City Council, FIRST PARTY, and the firm <br />of Hugh L. Landrum & Associates, Inc. of Houston, Harris County, Texas, SECOND PARTY, <br />as follows: <br />SECOND PARTY AGREES: <br />That Hugh L. Landrum will assume the duties of Tax Assessor for the City of La Porte <br />• with responsibilities as follows: <br />_ 1. Work with the Harris County Appraisal District to apprise them of the <br />area of each industrial plant that is annexed by the City of La Porte, <br />and, therefore, subject to their assessment and a City ad valorem tax. <br />This will apply to newly annexed areas of the City as well. <br />2. See that he and/or his firm appraises the unannexed portion of each <br />industry that has an Industrial District Contract with the City and <br />prepare the billing for "in-lieu of taxes" payment for each. <br />3. Obtain a listing from the Harris County Appraisal District of all <br />taxable property in the City, review the property as possible for <br />accuracy and equity, and report to the City Administration and <br />Council the findings. <br />4. Make a report to the City Administrators of the estimated tax assessment <br />and "in-lieu of taxes" values, assist them in preparing an effective tax <br />rate, and assist as necessary in establishing an actual tax rate to <br />provide the necessary funds for the City. <br />5. Work with the City on any new Industrial District Contracts and in <br />re-negotiating the present Contracts prior. to their expirations in <br />1986. <br />• 6. Work with the City Administration, the Mayor, and the City Council <br />to promote the welfare of the City in connection with ad valorem taxes <br />and with Industrial management of the area. <br />FOR AND IN CONSIDERATION of the skilled services, technical knowledge, and <br />experience of SECOND PARTY in the performance of the duties and obligations of <br />Tax Assessor, the appraisal of those portions of industries subject to an "in-lieu <br />of taxes" payment, and the information and assistance given to the City of La Porte, <br />Texas, FIRST PARTY agrees and obligates itself to compensate SECOND PARTY by payment <br />to SECOND PARTY the sum of THIRTY-TWO THOUSAND DOLLARS ($32,000.00) for each of <br />the calendar years 1984, 1985, and 1986, equal payments to be made quarterly upon <br />• <br />-2- <br />3 <br />
