VI In the performance of this a:]reement, the City and the County' shall observe and comply with all applicable Federal, State, County and City statutes, ordinances, rules and regulations. VII Should the U. S. Department of Housir-g and Urban Developnent reject or refuse to accept this agreement for any reason, the County may terminate this agree- ment by giving written notice of the same to the City. VIII This a:]reement shall be of no force and effect unless and until it is executed by both parties hereto and certified by counsel for all parties hereto on the forms set forth below.
