• • <br />Mayor Cline: Mr. Westergren, we thank you for bringing a problem <br />• to the Council, that we know exists on some <br />encroachments, and yes, we are aware that there are <br />some around town in various places. I think it is <br />probably time that this Council sets a policy to <br />how they are going to handle these problems when <br />they come to their attention. I have visited with <br />the City Manager, and the City Attorney, about the <br />proper way to handle this. And of course, as you <br />know, our City charter does state that the streets <br />are the public property of the City. And being <br />public property, I consider them to be public for <br />the citizens, also. I think what the City Council <br />needs to do at this time is to probably have a <br />workshop meeting of some kind to determine how they <br />want these problems handled when they are brought <br />to our attention, and a written policy drawn up. <br />And I think the bottom line is that the violations <br />that are in existence and come to our attention <br />will have to be removed, or some other method of <br />handling them. Ind like to ask the Council if they <br />have any questions of you before you sit down, <br />sir. Any member of the Council have any question <br />for Mr. Westergren? <br />Mr. Skelton: I have a couple of comments, not a question. I <br />• thought that our present ordinance would take care <br />of this. When you come in to get permits to <br />rebuild, re-do or anything, even if it is off or <br />wrong in the first place, our present ordinance <br />should take care of it in time. But perhaps we do <br />need a workshop to determine and set aside a <br />written policy for all the future Council, so that <br />they would not have the same problem. And I am for <br />having workshops at the nearest time we can set it. <br />Mayor Cline: May I ask Mr. Owen - on what you said, B. Don, when <br />you thought this was handled by the ordinance when <br />they come in to get a permit. <br />Mr. Skelton: I said I thought our present ordinances would take <br />care of this like it did on the trailer homes that <br />were blown away. We did not allow them to go back. <br />Mayor Cline: Right. <br />• <br />
