Mayor Cline read the emergency addendum and certification.
3. City Attorney Askins explained the reason for the new hearings.
There has been a change in the Texas Economic Development Com-
mission staff. The former staff worked with the simplified
version of the forms submitted by the bond attorney; the new
staff took exception to some of the technical matters in the
loan agreement. By the time the bond attorney, Bob Casey,
had worked things out to the new staff's satisfaction, the
time had. gone beyond the 60 .day limit. Therefore, the hearing
on the issuance of the bonds and the passing of the resolu-
tion must be redone and resubmitted to Austin.
Mr. Askins emphasized that the resolutions to be presented to
Council are the same as the ones passed previously by Council,
but that a new public hearing is necessary and passage of
the resolutions be reaccomplished.
4. Mayor Cline asked if there was public input in favor of the
issuance of the industrial revenue bonds. Councilpersons
Skelton and Gay spoke in favor of the issuance.
5. Mayor Cline asked if there was input from the public in op-
position to the issuance of the industrial revenue bonds.
There was none.
Mayor Cline declared the public hearing closed.

• 6.
