• <br />• <br />RESOLUTION NO. 84- 24 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LA PORTS, ENDORSING <br />ESTABLISHMENT OF A U. S. NAVY HOMEPORT AT THE PORT OF HOUSTON <br />BAYPORT TERMINAL; AND PROVIDING AN EFFECTIVE DATE HEREOF. <br />WHEREAS, the Houston/Galveston U. S. Navy Homeport Committee <br />has selected the Bayport~Terminal as a location to be considered <br />for inclusion in a proposal to be made to the U. S. Department <br />of the Navy for homeport situs for a U. S. Navy Surface Action <br />Group; and <br />WHEREAS, such Surface Action Group shall consist of a number <br />• of capital ships of the U. S. Navy requiring the full-time employ- <br />ment in their operation and support of some 3,680 Navy officers <br />and enlisted personnel and the additional full-time employment <br />of some 250 civilian personnel; and <br />WHEREAS, the above cited employment will create an annual <br />Naval payroll of some $60 million, plus the payment of annual <br />housing allowances of some $9 million; and <br />WHEREAS, the establishment of such a Surface Action Group <br />Homeport will create the need for an additional 3,000 to 3,500 <br />secondary civilian employment jobs in the La Porte community; <br />and <br />WHEREAS, estimated costs of $100 million will be spent in <br />construction of the homeport, much of it for construction labor <br />• costs and for materials and equipment to be furnished locally; <br />and <br />WHEREAS, it is contemplated that other economic benefits <br />will accrue to the La Porte community through the value of goods <br />and services rendered locally to the homeport and its employees <br />and employee dependents; and <br />WHEREAS, the City Council of the City of La Porte finds the <br />• basing of a U. S. Navy Surface Action Group within the Port of <br />Houston Bayport Terminal would be of great benefit to the City <br />of La Porte and its citizens; <br />
