Such standards encompass both generally <br />accepted accounting principles and applicable legal requirements. <br />To earn a Certificate of Conformance a government or PERS must demonstrate a con- <br />structive "spirit of full disclosure" effort to clearly communicate its financial <br />story, enhance understanding of the logic underlying the traditional governmental <br />financial reporting model and motivate persons and groups in society to read and <br />use the CAFR. <br />Eligible CAFRs are evaluated by an impartial Special Review Committee composed of <br />government or PERS finance officers, independent certified public accountants, <br />educators and others with particular expertise in governmental accounting and fi- <br />nancial reporting. <br />When a Certificate of Conformance is awarded to a government or PERS, an Award of <br />Financial Reporting Achievement is also presented to the individual(s) designated <br />by the government or PERS as primarily responsible for its having earned the <br />certificate.
