• <br />CITY OF LA PORTE <br />INTER OFFICE MEMO <br />T0: BOB S EAKE <br />FROM: ULISSEN <br />DATE: 5/13/85 <br />u <br />SUBJECT: DUPLEX ZONING BLK. 983 N1/2 LT 25, ALL LT 26,27,28, L.P. <br />The City has received a request from Mrs. Margaret Conner to allow the <br />conversion of a single family home in a "R-2" district to a duplex. <br />HISTORY <br />The site in question is located Idorth of Main Street on N. Holmes. <br />The home is surrounded on all sides by single family dwellings. This <br />home was damaged by fire and will require extensive remodeling before <br />it could be occupied. Since remodeling is required, firs. Conners <br />wishes to convert the home into a duplex. The Zoning Ord, requires <br />that duplexes in a "R-2" zone contain at least 850 sq. ft. per unit. <br />This request proposes 1100 sq. ft. per unit. The home presently <br />contains two (2) kitchens and two (2) full baths. <br />ANALYSIS <br />The zone in which this home is located is called a single family <br />dwelling and duplex district. Prior to August of 1970 a duplex was an <br />allowable use within a "R-2" zoning district. The Zoning Ordinance <br />was amended in 1970 ~to require notice and public hearings (see <br />amendment 780-G attached). The current ordinance requires that a <br />duplex go through essentially a re-zoning process from its current <br />status to "duplex". The ordinance now requires that notice and public <br />hearing be•completed and, as with a true re-zoning, council must make <br />the final determination. Duplexes in and of themselves are <br />traditionally compatible with single family homes. Pdo negative impact <br />is expected on the surrounding area. The site now contains two (2) on <br />site parking spaces, as required by ordinance, so parking will not be <br />a problem. <br />RECOMMENDATION <br />Plans submitted by Ms. Conner indicate that the structure can be <br />remodeled to meet the requirements of the zoning ordinance and <br />building codes. Based on the above information the staff sees no <br />problem with the granting of duplex zoning for the site in question. <br />If I may supply any other information please contact me. <br />encl. <br />
