Minutes, Regular Meeting, La Porte City Council <br />September 23, 1985, Page 9 <br />Mr. Gay then stated that with the three districts in the old <br />section of La Porte, you really haven't diluted the minority <br />vote, he thinks you have strengthened it. He stated he is <br />speaking for the Spanish-American speaking people, who he also <br />represents. When you take district 6 and split it, you split <br />the power of the minority vote. This is why he couldn't <br />accept Scenario 5, because he is representing the Hispanics <br />just as he represents the Blacks and everybody else in the <br />City. He would like that to go on record so we can take that <br />to the Justice Department. <br />17. Administrative Reports: <br />City Manager Owen reminded Council of the bond sale on <br />September 24, at 7:30 in the lobby at City Hall. He stated he <br />is proud of the City's bond rating. <br />He announced that for the fourth year in a row we have <br />received a Certificate of Conformance on our financial <br />reporting. A formal presentation of that will be made in the <br />near future. <br />He called Council's attention to a future bond issue and <br />suggested a workshop soon on projects we would like to see <br />included. <br />18. Council Action: Councilpersons Walker, Lloyd, Matuszak, Gay, <br />Skelton, Westergren and Mayor Malone brought items to <br />Council's attention. <br />19. The Mayor requested an executive session on personnel, and <br />Council adjourned into executive session at 8:26 P.M., <br />returning to the Council table at 9:12 P.M. <br />20.
