. ~ • <br />The second phase of the Redistricting Project will employ a <br />sophisticated computer modeling system to equalize populations <br />by district while ensuring that minorities' voting strengths are <br />not diminished. Extreme care has been taken by the management <br />of the Redistricting Project to leave a clear and recognizable <br />audit trail of all actions taken to reach equitable <br />redistricting. Phase One of the Redistricting Project <br />officially concluded May 31, 1985. Contract programming for <br />phase two has been concluded and all that remains is the actual <br />interactive modeling of population scenarios. <br />Phase One_ The 1985 Redistricti.b.~ Census <br />A City Council-appointed, eleven (11) member Redistricting <br />Committee was commissioned to conduct the redistricting of La <br />Porte, Texas (see exhibit A in appendix). This racially diverse <br />committee shaped the methodology of the census and its <br />administration through an automated database entitled SURVEY. <br />City staff assisted this citizens' committee in the <br />administration of SURVEY and with the administration of a <br />$10,000 Redistricting Fund appropriated specifically for the <br />redistricting effort. <br />-. <br />The initial method selected to conduct the city-wide census was <br />a series of directed mailings to all residential dwellings in La <br />Porte. This mailing universe was derived from the City's <br />utility billing master computer file since all residents of La <br />Porte are tied to water service through a distinct water meter <br />account number.
