No such number or address pertains <br />to those locales that have been designated a water meter account <br />number for future residential development. No such number and <br />vacants were further confirmed by the eventual door-to-door <br />survey of final nonrespondents. Prior to that approach, <br />however, an intermediate phone-bank method of population survey <br />was undertaken. <br />The three distinct, directed mailings resulted in a 68 percent <br />response rate. While this is generally considered to be an <br />excellent response rate for a universe of over 8000 accounts, it <br />was deemed that this percentage could be improved by <br />complementing the direct mailing method with a five-session <br />telephone survey conducted by all members of the Redistricting <br />Committee. A prepared dialogue was used by committeemembers to <br />conduct the phone portion of the census (see exhibit D of <br />appendix). Data obtained via this method was inputted onto the <br />same SURVEY System.
