• • <br />Minutes, Regular Meeting, La Porte City Council <br />October 28, 1985, Page 2 <br />Ayes: Councilpersons Lloyd, Matuszak, Pfeiffer, Skelton and <br />Mayor Malone <br />Nays: None <br />Abstain: Councilpersons Walker and Waters (were not present <br />at meeting on October 21) <br />5. The Mayor proclaimed the week of November 4 through 10,.1985, <br />as United Way Week. Ms. Sue Skinner was present to accept the <br />proclamation. <br />The Mayor then presented Pamela Smith, Bayshore Sun managing <br />editor, with a proclamation in appreciation of her excellent <br />work in reporting City activities. <br />6. Mrs. Adair Sullivan addressed Council regarding the proposed <br />zoning ordinance and preserving the residential areas that do <br />not have deed restrictions. <br />The Mayor read a letter from Dennis Dunham regarding <br />restoration of Sylvan Beach and requesting a public hearing be <br />held before the City acted on the project. <br />7. Council considered approving the Capital Improvement Project <br />Management Plan manual. <br />Project Manager Luther Maxey answered questions from Council <br />regarding the manual. <br />Motion was made by Councilperson Lloyd_to approve the Capital <br />Im rovement Project Management Plan manual ashresented. <br />Second by Councilperson Matuszak. The motion carried, 7 ayes <br />and 0 nays. <br />Ayes: Councilpersons Walker, Lloyd, Matuszak, Waters, <br />Pfeiffer, Skelton and Mayor Malone <br />Nays: None <br />8. Council considered an ordinance requiring pre-qualifications <br />of contractors on City of La Porte Construction Projects. <br />The City Attorney reviewed the ordinance. A project cost in <br />excess of $200,000 was recommended as the criterion for a <br />contractor to be required to pre-qualify. <br />The City Attorney read: ORDINANCE 1476 - AN ORDINANCE <br />REQUIRING THE PRE-QUALIFICATION OF CONTRACTORS ON CITY OF LA <br />PORTE CONSTRUCTION PROJECTS HAVING AN ESTIMATED COST OF <br />GREATER THAN TWO .HUNDRED THOUSAND DOLLARS ($200,000); <br />REQUIRING FILINGS OF CONTRACTOR'S STATEMENTS WITH THE CITY OF <br />LA PORTE; PROHIBITING CONTRACTORS FROM SUBCONTRACTING MORE <br />
