The construction of the golf course and park stimulated public/ private-sector planning for development of adjoining lands to each of these facilities. The City recognized the need for infrastructure serving those properties and appropriated $200,000 from last years general wastewater funds. These funds were carried over into this years budget. Staff has reviewed some preliminary routing and recognize that any and all utilities serving the west side of the golf course will have to cross the new park. Within the next few weeks construction of the park will began. H. Carlos Smith, Engineers and Surveyors, Inc., has submitted a proposal for the design and preparation of construction documents. Total fee is based on per diem rates not to exceed $23,000.00. Staff recomends that council award a professional services contract to H. Carlos Smith Engineers and Surveyors for $23,000.00.
