Herrera, City Manager DATE: July 1, 1987 <br />FROM: Steve Gillett, Public Works Director <br />SUBJECT: EVALUATION OF SURVEY PROPOSALS <br />LA PORTE AREA WATER AUTHORITY <br />The Authority has -received two (2) proposals For survey services to <br />obtain a proposed 10 foot waterline easement along the Coastal Water <br />Authority (CWA) Corridor between Spencer Highway and .Red Bluff Road, and <br />the recently acquired corridor between P.ed Bluff Road and the Southeast <br />Water Purification Plant. Proposals were received from Baseline <br />Corporation, the firm that recently surveyed the corridor between Red <br />Bluff Road and the plant, and H. Carlos Smith Engineers and Surveyors, <br />a local firm that has done extensive surveying in this area. <br />Both proposals have identical scope of work, with con~~~ensation based on <br />hourly rates on a not to exceed basis. <br />Because it is unclear at this time cahere the Authority's "take point" <br />will be, both proposals propose two scopes of work. Scope 1 includes <br />the entire corridor between the Southeast Water Purification Plant and <br />Spencer Highway. Scope 2 includes the corridor between the northeGst <br />right-of-way of Red Bluff Road to Spencer Highway. Scope 2 assumes that <br />the City of Houston will construct transmission facilities between the <br />plant a.nd Red Bluff Road. <br />The proposals are broken down as follows: <br />Base Line Corporation: <br />Scope 1 - $ 8,900 - 30 calendar days <br />Scope 2 - $ 5,900 - 21 calendar days <br />H. Carlos Smith Engineers and Surveyors: <br />Scope 1 - $10,500 - 42 calendar days <br />Scope 2 - $ 5,500 - 28 calendar days <br />
