Box 920975, Houston, Texas 77292-0975 <br />Telephone 713-683-9200 <br />During the last session of the Texas Legislature, Section 6.03 of the Property Tax <br />Code was amended to confer on the chief appraiser of an appraisal district those <br />ministerial functions previously conferred on the county clerk with respect to the <br />election of members of the board of directors of an appraisal district. This <br />amendment became effective on September 1, 1987. <br />Members of the Board of Directors of the Harris County Appraisal District serve two- <br />year terms beginning January 1 of each even-numbered year. Accordingly, the <br />election of members of such Board of Directors must be conducted this fall to select <br />those persons who will serve in that capacity for the terms beginning January 1, <br />1988, and ending on December 31, 1989. <br />Pursuant to the provisions of the Property Tax Code and resolutions adopted in 1981 <br />by more than three-fourths of the taxing units entitled to vote on the selection of <br />members of the Board of Directors of the Harris County Appraisal District, such <br />Board of Directors is composed of five members. Of this number, one director is <br />appointed by the Commissioners Court of Harris County; one is appointed by the <br />City Council of the City of Houston; one is appointed by the Board of Trustees of the <br />Houston Independent School District; one is selected by the governing bodies of all <br />incorporated cities and towns, excluding the City of Houston, within the Appraisal <br />District; and one is selected by the governing bodies of all school districts, other <br />than the Houston Independent School District, within the Appraisal District. <br />To be eligible to serve on the Board of Directors, an individual must be a resident of <br />the Harris County Appraisal District and must have resided in the District for at least <br />two years immediately preceding the date he or she takes office. An individual who <br />is otherwise eligible to serve as a member of an appraisal district board of directors <br />is not ineligible because he or she is a member of the governing body of a taxing <br />unit or because he or she is an elected official. However, by an amendment to <br />Section 6.03 of the Property Tax Code effective September 1, 1987, an employee of a <br />taxing unit that participates in the Harris County Appraisal District is no longer <br />eligible to serve on the District's Board of Directors unless such individual is also a <br />member of the governing body or an elected official of a taxing unit that <br />participates in the District.
