<br />e <br /> <br />e <br /> <br />Minutes, Regular Meeting, La Porte City Council <br />November 23, 1987, Page 5 <br /> <br />Motion was made bY Counciloerson LloYd to adoot Ordinance <br />1569 as read bY the City Attorney. Second by Councilperson <br />Waters. The motion carried, 9 ayes and 0 nays. <br /> <br />Ayes: Councilpersons Waters, Lloyd, Matuszak, Porter, <br />Shipp, Gay, Skelton, Clarke and Mayor Malone <br />Nays: None <br /> <br />14. Council considered resolutions for providing improvements <br />to City of La Porte Park Facilities. <br /> <br />This item was taken off the agenda of November 16 at the <br />request of the City Manager in order that the Texas Parks <br />and Wildlife Department could determine if the proposal to <br />move the location of a fishing pier in Little Cedar Bayou <br />park to another location one-half mile to the north, would <br />in any way affect the grant money for the park. Texas <br />Parks and Wildlife has determined that the grant money <br />would not be affected. Mr. Berdon Lawrence will donate <br />$100,000 to the Parks capital improvement program to be <br />utilized by the City. <br /> <br />Mr. Berdon Lawrence then briefly addressed Council <br />regarding his gift to the city. <br /> <br />Councilperson Skelton stated that he and Mr. Lawrence had <br />spoken about one of the restrictions in the declaration of <br />covenants and restrictions which prohibits motorized <br />vehicles. It was indicated that wheelchairs would be <br />exempt from this restriction. Mr. Lawrence affirmed that <br />he would write in a clause so stating. <br /> <br />The City Manager inquired of Mr. Lawrence that if Council <br />agrees to the resolutions, $10,000 to $15,000 could be set <br />aside for a parks master plan for the La Porte bayfront. <br />Mr. Lawrence was agreeable to this. <br /> <br />The City Attorney read: RESOLUTION 87-22 - A RESOLUTION <br />AUTHORIZING THE EXECUTION OF A "DECLARATION OF COVENANTS <br />AND RESTRICTIONS" DATED OCTOBER 26, 1987, BETWEEN CHARLES <br />BERDON LAWRENCE AND THE CITY OF LA PORTE; FINDING <br />COMPLIANCE WITH THE OPEN MEETINGS LAW; AND PROVIDING AN <br />EFFECTIVE DATE HEREOF. <br />
