~ ~ ~ • RESOLUTION NO. 88-3 A RESOLUTION EXTENDING THE MORATORIUM TJ EXPIRE MARCH 31, 1988, ON THE ISSUANCE OF BUILDING PERMITS FOR THE CONSTRUCTION OF PER'NANENT SIGNS AND BILL- BOARDS IN THE CITY OF LA PORTS; FINDING COMPLIANCE WITH THE OPEN MEETINGS LAW; AND PROVIDING AN EFFECTIVE DATE HEREOF. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LA PORTS: Section 1. The Planning and Zoning Commission of the City of La Porte held a public hearing on November 19, 1987, and discussed a comprehensive amendment to the Zoning Ordinance of the City of La Porte, regulating signs and billboards. It was contemplated that final action on sign regulations would be taken by the City Council of the City of La Porte prior to January 31, 1988. To that end, the City Council on November 9, 1987, passed Resolution No. 87-25, creating a moratorium on the issuance of building permits for the erection of permanent signs and billboards in the City of La Porte. The Planning & Zoning Commission of the City of La Porte has not passed on a final recommendation to the City Council regarding sign regulations, and no final action on sign regulations will be taken by the City Council prior to January 31, 1988, the date of exviration of the prior established moratorium. , The City Council therefore hereby finds that a need exists to extend the moratorium created on the November 9, 1987, by Resolution No. 87-25, said extension of said moratorium to expire on March 31,..1988, on the issuance of building permits for the erection of signs and billboards in the City of La Porte. Real estate signs, and other signs of a temporary nature, except for portable signs, shall be excepted from this moratorium. Section 2. The City Council officially finds, determines, recites and declares that a sufficient written notice of the date, hour, place and subject of this meeting of the City Council was posted at a place convenient to the public at the City Hall of the City for the time required by law preceding this meeting, as required by the Open Meetings Law, Article 6252-17, Texas Revised Civil Statutes Annotated; and that this meeting has been open to the public as required by law at all times during which this resolution and the subject matter thereof has been discussed, considered and formally acted upon. The City Council further ratifies, approves and confirms such written notice and the contents and posting thereof.
