~ ~ ~ • <br />RESOLUTION NO. 88-3 <br />A RESOLUTION EXTENDING THE MORATORIUM TJ EXPIRE MARCH 31, 1988, ON THE <br />ISSUANCE OF BUILDING PERMITS FOR THE CONSTRUCTION OF PER'NANENT SIGNS AND BILL- <br />BOARDS IN THE CITY OF LA PORTS; FINDING COMPLIANCE WITH THE OPEN MEETINGS LAW; <br />AND PROVIDING AN EFFECTIVE DATE HEREOF. <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LA PORTS: <br />Section 1. The Planning and Zoning Commission of the City of La Porte held <br />a public hearing on November 19, 1987, and discussed a comprehensive amendment to <br />the Zoning Ordinance of the City of La Porte, regulating signs and billboards. <br />It was contemplated that final action on sign regulations would be taken by the <br />City Council of the City of La Porte prior to January 31, 1988. To that end, the <br />City Council on November 9, 1987, passed Resolution No. 87-25, creating a <br />moratorium on the issuance of building permits for the erection of permanent <br />signs and billboards in the City of La Porte. The Planning & Zoning Commission <br />of the City of La Porte has not passed on a final recommendation to the City <br />Council regarding sign regulations, and no final action on sign regulations will <br />be taken by the City Council prior to January 31, 1988, the date of exviration of <br />the prior established moratorium. , <br />The City Council therefore hereby finds that a need exists to extend the <br />moratorium created on the November 9, 1987, by Resolution No. 87-25, said <br />extension of said moratorium to expire on March 31,..1988, on the issuance of <br />building permits for the erection of signs and billboards in the City of La <br />Porte. Real estate signs, and other signs of a temporary nature, except for <br />portable signs, shall be excepted from this moratorium. <br />Section 2. The City Council officially finds, determines, recites and <br />declares that a sufficient written notice of the date, hour, place and subject of <br />this meeting of the City Council was posted at a place convenient to the public <br />at the City Hall of the City for the time required by law preceding this meeting, <br />as required by the Open Meetings Law, Article 6252-17, Texas Revised Civil <br />Statutes Annotated; and that this meeting has been open to the public as required <br />by law at all times during which this resolution and the subject matter thereof <br />has been discussed, considered and formally acted upon. The City Council further <br />ratifies, approves and confirms such written notice and the contents and posting <br />thereof. <br />
