This house is located <br />within an R-1 zone. Al though secondary dwell ings are a 1 isted R-1 <br />conditional use, Mr. Mikulin's request does not appear to meet all <br />requirements that are prerequisites for approval. <br /> <br />With there being no citizen input during the public hearing and <br />reviewing Staff's background report, the Commission split on the <br />recommendation vote. Three Commissioners favor approval of this <br />request while three favor denial. The seventh Commissioner was absent <br />from this meeting. <br /> <br />DL/nd <br />
