Administrative Reports <br /> <br />A. Community Development Block Grant Proposals: Assistant <br />City Manager John Joerns reported that the prioritized <br />items to be presented as CDBG proposals are (1) <br />construction of a S.P.O.R.T. facility behind the <br />existing Evelyn Kennedy Civic Center, (2) a van for the <br />S.P.O.R.T. program and (3) street repair, curbing <br />repair, and wheelchair ramps for Main Street. Items <br />(1) and (2) will be submitted as one proposal. <br /> <br />B. Presentation from City Attorney on Eagle's Lodge <br />rezoning request: Knox Askins reviewed the rezoning <br />request of the Eagle's Lodge in order that they might <br />be able to put a parking lot on their adjacent <br />property. He reported that section 10-201 of the <br />Zoning Ordinance could be used to apply for a parking <br />lot, without having to rezone the property. This would <br />entail the Eagle's Lodge applying for a special <br />conditional use permit, with the understanding that <br />staff could impose some very stringent requirements. <br />Staff will contact the Eagle's Lodge to inform them <br />what avenues are open to them. <br /> <br />Mr. Dick McDuff, representative of the Eagle's Lodge, <br />was in the audience, and stated that they do want to <br />
