LA PORTE, TEXAS 77571 <br /> <br />September 21, 1988 <br /> <br />Mayor Norman Malone & <br />Members of City Council <br />La Porte, Texas <br /> <br />Dear Mayor & City Councilmembers: <br /> <br />In accordance with the City's Charte r P rov is ions, I, hereby, <br />transmit the comprehensive annual budget of the City of La Porte, <br />Texas for fiscal year October 1, 1988 through September 30, 1989. <br /> <br />BUDGET MESSAGE <br />FY 1988-89 <br /> <br />Noted as an enterprising year, La Porte's FY 1987-1988 has <br />focused on the timely completion and implementation of a $15.25 <br />million Capital Improvements Program. The budgetary theme has <br />been a commitment to developing "creative administrative <br />approaches in the delivery of public services." This philosophy <br />served us well as the City faced its largest capital improvements <br />program ever and managed this challenge successfully in spite of <br />the difficulties arising from the Tax Reform Act of 1986. <br /> <br />This administration's accomplishments have included the comple- <br />tion of the 1985 General Obligation Bonds, the 1985 Revenue Bond <br />Series, and the 1986 General Obligation Bonds. In the past 24 <br />months, City staff has initiated and will complete a package of <br />$15.25 million in Bond proceeds as follows: <br /> <br />$6.0 million in Sewer Infrastructure Improvements - <br />Series 1985 Revenue Bonds <br /> <br />$1.0 million in Street Improvements <br /> <br />Series 1985 <br /> <br />$1.0 million in Drainage Improvements - Series 1985 <br /> <br />$2.0 million in Parks - Series 1985 <br /> <br />$1.0 million in Fire Department Improvements <br />Series 1985 <br /> <br />$4.25 million for an 18 hole Municipal Golf Course - <br />Series 1986 <br /> <br />" <br />
