0 • <br />Inter -Office Memorandum <br />TO: Mayor Norman Malone & City Council <br />FROM: Joel Albrecht, Director of Community Development <br />THROUGH: Robert Herrera, City Manager <br />SUBJECT: Proposed Sign Regulation Amendments to Section 10-1000 <br />and Article III of City Zoning Ordinance 1501. <br />Attached is proposed sign regulation adoption Ordinance <br />1501-H, and a draft of the proposed regulations. These proposals <br />were developed during the course of the Planning & Zoning <br />Commission's December 15, 1988, January 19, and February 2, 1989 <br />regular meetings. <br />The Commission further considered these proposals :during <br />their February 23, 1989, public hearing. At the close of this <br />hearing, the Commission, by unanimous vote, recommended City <br />Council approval of these regulations. <br />An outline of proposed ordinance provisions follows. <br />I. Adoption Ordinance Section 10 contains the intent and <br />purpose language adapted from the City of San Antonio <br />Sign Regulation Ordinance. <br />II. Article III contains the following new definitions: <br />A. <br />Freestanding Sign <br />B. <br />Political Sign <br />C. <br />Portable Sign <br />D. <br />Public Service Sign <br />E. <br />Reader Panel <br />III. Section 10-1001 deals with portable and political signs <br />A. Paragraph 1 deals with the removal of <br />non -conforming portable signs. <br />B. Paragraph 2 deals with anchoring requirements for <br />portable signs. <br />
