-16- <br />Sign: Any word, number, figure, device, design or trademark by which <br />anything is made known, as used to designate an individual, firm, <br />profession, business, or a commodity and which is visible from any <br />public street. Refer to S.B.C.C.I. for additional definitions. For the <br />purpose of this ordinance, a sign is a structure. <br />Site Plan, Certified: In the case of all uses, a scaled drawing showing <br />the use of the land to include locations of buildings, drives, <br />sidewalks, parking areas, drainage facilities, and other structures to <br />be constructed in relationship to surveyed boundaries. Such site plan <br />shall be certified by a registered engineer or surveyor, licensed as <br />such in the State of Texas. Under the terms of the Development <br />Ordinance of the City of La Porte, when a development site plan is <br />required, said development site plan shall be prepared in accordance <br />with the terms of said Ordinance and shall be accepted as a certified <br />site plan as required herein. <br />Standard Industrial Classification Code (SIC): The numerical code <br />established by the U.S. Department of Commerce and used in the Standard <br />Industrial Classification Manual, 1987 as amended and supplemented. <br />Street, Private: A vehicular access way, under private ownership and <br />private maintenance, providing access to buildings containing <br />residential dwelling units without direct access to an approved public <br />street right-of-way, or a public right-of-way, however designated, <br />dedicated or acquired, which provides vehicular access to adjacent <br />properties. Alleys, parking lots, and private driveways within shopping <br />centers, commercial areas, or industrial developments shall not be <br />considered as streets. <br />Street. Public: A public right-of-way, however designated, dedicated, <br />or acquired, which provides vehicular access to adjacent properties. <br />Street, Thoroughfare: A public street designed for heavy traffic and <br />intended to serve as a traffic artery of considerable length and <br />continuity throughout the community and so designated on the City's <br />Thoroughfare Plan. <br />ecial Exception: Shall be only those exceptions provided for under <br />Section 11-600 (e) of this Ordinance. <br />Structure: That which is built or constructed. <br />,tructure, Principal: The principal structure which fulfills the <br />purpose for which the building plot is intended. <br />Substantial Improvements: Any repair, reconstruction, or improvement of <br />a structure, the cost of which equals or exceeds 50% of the market value <br />of the structure as determined by a licensed appraiser, either (a) <br />before the improvement is started, or (b) if the structure has been <br />damaged and is being restored, valuation before the damage occurred. <br />Substantial improvement is started when the first alteration of any <br />structural part of the building commences. <br />
