•c •. <br />RESOLUTION <br />WHEREAS, the provision of adequate supplies of high <br />quality water for municipal, industrial, agricultural, and <br />environmental needs are critical to the future of Texas; and <br />WHEREAS, Texas voters in 1985 voted overwhelmingly in <br />support of a statewide water package for the first time in <br />over fifteen years; and <br />WHEREAS, that plan authorized $400 million in Water <br />Development Bonds for the purpose of state participation in <br />water supply, water quality, and flood control projects; and <br />WHEREAS, the state participation program has not been <br />implemented in the ensuing three years because of the lack of <br />legislative authorization; and <br />WHEREAS, the state role of contributing to and encourag- <br />ing the optimal sizing of regional water related capital <br />facilities, when needed facilities are larger than a single <br />political subdivision, is an important role that contributes <br />to the health, welfare, and economic development of the <br />state; and <br />WHEREAS, state participation in major regional water <br />infrastructure is not only an investment in future needs but <br />an investment that is directly repaid to the state; and <br />THEREFORE, BE IT RESOLVED that the Texas Legislature is <br />urged to fulfill the implementation of the 1985 water plan by <br />authorizing, in the appropriations bill, the issuance and use <br />by the Water Development Board of $50 million in state <br />participation bonds in each fiscal year of the 1990-91 <br />biennium. <br />Approved: <br />
