The Mayor proclaimed January 1990 as Volunteer Blood Donor <br />Month and read a proclamation supporting the location of a POV <br />Processing Center in La Porte. <br /> <br />6. Reverend Joe Lewis addressed Council regarding the old Post <br />Office building site. His church wishes to purchase the <br />building to use as a shelter for the homeless and they have <br />an earnest money contract on the property. His concern was <br />that the city was still interested in purchasing the property <br />for use as a senior citizens center. Reverend Lewis was <br />assured that the City has no interest in purchasing the <br />building at this time and would not have any in the future. <br /> <br />7. The Mayor called the Public Hearing to order. This hearing <br />was to hear the request of the La Porte Independent School <br />District for Special Exceptions to allow expansion of three <br />schools (Rizzuto Elementary, Bayshore Elementary and Lomax <br />Elementary) located in R-1 Low Density Residential zones. <br /> <br />Director of Community Development Joel Albrecht reviewed the <br />request for council, and outlined the special conditions <br />recommended by the Planning and zoning Commission. <br /> <br />The Mayor asked for public input. There was none, and the <br />Mayor declared the public hearing closed. <br /> <br />8. The Mayor called the citizens Participation meeting to order. <br />This meeting was held to receive publ ic input regarding <br />Community Development Block Grant proposals. <br /> <br />Director of Community Development Joel Albrecht reviewed last <br />year's proposals. He then gave the recommended proposals of <br />the Planning and Zoning commission, which were (1) a senior <br />citizens center; and (2) sidewalk and curb repair and putting <br />wheelchair ramps on Main Street. <br /> <br />Council comments and recommendations were: Councilperson <br />Skelton recommended that a senior citizens center be our first <br />priori ty . Al ton Porter commented that we got mired in looking <br />for a building; we need to look at land to purchase, then <br />worry about a building. Councilperson Cooper inquired if we <br />have a list of structures we have been looking at. The answer <br />to that question was that we have one in mind but don't know <br />if the owner is interested in selling. Councilperson Gay <br />suggested a public address system and a piano for the Jennie <br />Riley community Center. Betty Waters suggested additional <br />
