He recommended waiving of the $1,000 per mile provision and the "no dynamite:" provision. Council considered authorizing a contract for design aml construction phase services for 1990 water system improvements. Motion was made by Councilperson Cooper to authorize contract with Espey Huston & Associates for 1990 w:_ti,Ler system improvements. Second by Councilperson Waters.
