• <br />Minutes, Public Hearing and Regular Meeting <br />La Porte City Council <br />January 8, 1990, Page 3 <br />The City Attorney read: ORDINANCE NO. 1673 - AN ORDINANCE <br />APPOINTING A MEMBER TO THE SOUTHEAST TEXAS HOUSING FINANCE <br />CORPORATION BOARD OF DIRECTORS; CONTAINING A REPEALING CLAUSE; <br />FINDING COMPLIANCE WITH THE OPEN MEETINGS LAW; AND PROVIDING <br />AN EFFECTIVE DATE HEREOF. <br />The vote was taken, and the motion carried, 7 ayes and 0 nays. <br />Ayes: Councilpersons Waters, Cooper, McLaughlin, Gay, <br />Skelton, Clarke and Mayor Malone <br />Nays: None <br />10. Council considered approving the language to be used regarding <br />proposed charter amendment for the May 5, 1990, election. <br />The City Attorney reviewed the language to be used and the <br />reason for the proposed charter amendment. <br />Motion was made by Councilperson Skelton to approve the <br />language for the proposed charter amendment as it was <br />presented. Second by Councilperson Cooper. The motion <br />carried, 7 ayes and 0 nays. <br />Ayes: Councilpersons Waters, Cooper, McLaughlin, Gay, <br />Skelton, Clarke and Mayor Malone <br />Nays: None <br />11. Council considered recommendations for persons to serve on the <br />Harris County Appraisal District Board of Directors. There <br />was no action taken on this item, as Council had no <br />recommendations. <br />12. Council considered rejecting a bid for a tire cutter and <br />authorize the City Manager to negotiate with Tire Service <br />Equipment Manufacturing Company as sole source vendor. <br />Motion was made by Councilperson_Clarke to reiect the bid for <br />a tire cutter and approve authorizing the City Manager to <br />neaotiate with Tire Service EaupmentManufacturina Comoanv. <br />Second by Councilperson Cooper. The motion carried, 8 ayes <br />and 0 nays. <br />Ayes: Councilpersons Waters, Cooper, McLaughlin, Porter, <br />Gay, Skelton, Clarke and Mayor Malone <br />Nays: None <br />13. Administrative Reports: Bob Herrera announced a workshop <br />meeting to be held on January 15, with topics covering drug <br />testing policy, telecommunications tax, smoking ordinance and <br />valuation engineer contract (not necessarily in that order). <br />
