Council considered a resolution approving participation in a <br />grant through H-GAC for a Computer Aided Dispatch system. <br />The City Attorney read: RESOLUTION 90-2 - A RESOLUTION BY THE <br />CITY COUNCIL OF THE CITY OF LA PORTE, TEXAS, AUTHORIZING THE <br />SUBMISSION OF A GRANT REQUEST TO THE GOVERNOR'S CRIMINAL <br />JUSTICE DIVISION FOR FUNDING TO THE CITY OF LA PORTE, TEXAS, <br />FOR A PROGRAM KNOWN AS INFORMATION SYSTEMS/COMPUTER AIDED <br />DISPATCH. <br />Motion was made by Councilperson Skelton to adopt Resolution <br />90-2 as read by the City Attorney. Second by Councilperson <br />Porter. The motion carried, 9 ayes and 0 nays. <br />Ayes: Councilpersons Waters, Cooper, Matuszak, McLaughlin, <br />Porter, Gay, Skelton, Clarke and Mayor Malone <br />Nays: None <br />10. Council considered approving renewal of contract with Hugh L. <br />Landrum & Associates, Inc., for appraisal of industrial <br />plants. <br />The Mayor requested that this item be taken to executive <br />session. After returning to the Council table motion was made <br />by Councilperson Matuszak to table this item. Second by <br />Councilperson McLaughlin. The motion failed, 2 ayes and 7 <br />nays. <br />Ayes: Councilpersons Matuszak and McLaughlin <br />Nays: Councilpersons Waters, Cooper, Porter, Gay, Skelton, <br />Clarke and Mayor Malone <br />Motion was made by Councilperson Clarke to renew the contract <br />with Hugh L. Landrum & Associates, Inc. Second by <br />Councilperson Gay. The motion carried, 7 ayes, 1 nay, 1 <br />abstain. <br />Ayes: Councilpersons Waters, Cooper, Porter, Gay, Skelton, <br />Clarke and Mayor Malone <br />Nays: Councilperson Matuszak <br />Abstain: Councilperson McLaughlin <br />11. Council considered a professional services agreement with <br />Winstead, McGuire, Sechrest and Minick to represent the City <br />in opposing Houston Chemical Services, Inc., permit <br />application. <br />
