These fees include dedication for rights- <br />of-way, requirements to construct capitol improvements, fees in <br />lieu of dedication or construction, impact fees for public <br />services, and fees or charges which are assessed against <br />development projects to mitigate environmental or social impacts. <br /> <br />The Bill prohibits the collected fees to be used to construct, <br />acquire or expand any public facilities other than capital <br />improvements identified in the capital improvement plan.
